TELECOMMUNICATION SYSTEMS THAT MEET GLOBAL STANDARDS
Mauritius is found on the route of the SAT3/WASC/SAFE sub-marine cable which links Southern Europe, Western and Southern Africa and South-East Asia. All of the telecommunication traffic of Mauritius is channeled through the SAT3/WASC/SAFE cable which has a capacity of 130Gbps.Access on the SAFE cable from Mauritius is now liberalized and Mauritius has one of the most efficient and up-to-date telecommunication network in Africa. Mauritius has a fully digitalized telecommunication system ranking with the most sophisticated anywhere. The island has seen a boom in its number of connected lines, a leap from 65,000 in1991 to over 375,000 in 2007. As such Mauritius has Africa’s second highest fixed line penetration of over 27.2 percent for its 1.2 million inhabitants. The mobile line tele-density has also had tremendous expansion from 2.03 per cent in 1997 to nearly 60% in 2007. The island has an elaborate fibre optic network for both telephony and data services. Businesses operating in Mauritius can benefit from ISDN, National and International digital leased lines, Frame Relay, ATM and xDSL connectivity at competitive prices.

WELL-ESTABLISHED REGULATORY FRAMEWORK

Mauritius has a fully liberalized ICT sector with the Information and Communication Technologies Authority (ICTA) as the regulatory authority. Any party aggrieved by a decision of the authority can appeal against the decision in front of the ICT Appeal Tribunal. The sector is well-regulated with the following legislative framework:
  • Electronic Transaction Act 2000
  • Cyber crime and Computer Misuse Act 2003
  • Data Protection Act 2004
Telecommunication Costs
Mauritius is connected to the SAT-3/WASC/SAFE submarine fiber optic cable which has become the driving force behind the development of the ICT sector in Mauritius.
Telecommunication services include the availability of WiMax, HSDPA the 3G mobile networks.

 
   
Telecommunication infrastructure being the lifeline of the ICT industry, a state-of-the-art telecom network is one of the key success factors of the Ebène CyberCity. Software Technology Parks of India (STPI) was entrusted the responsibility to design the communication network with the objective of positioning the CyberCity as an advanced technology park.
As such, the complete network infrastructure was designed for provisioning and managing various Data Communication Services to clients in the CyberCity and the Cyber Towers with the understanding that BPML would be able to source International Bandwidth directly from the SAFE cable through Mauritius Telecom’s network. BPML presently provides services to high-bandwidth consumers such as ISPs, Call Centers, BPOs, DDRCs and other software development companies.
 
   
Distinctive Telecom Features at Cyber Tower 1  
  • Higher bandwidth capacity of up to 100 MB is available at short notice
  • The incumbent operator has chosen to have the Network Operation Centre (NOC) in the Cyber Tower 1 for enhanced service reactivity to any problem at very short notice
  • The Cyber Tower 1 is an intelligent –hub concept building and is unique in the region.
